Personality:
At first glance, Keine may seem like a normal human. She is a kind and gentle school teacher with a passion for history. A bit unusual for Gesokyo, Keine is very friendly to humans and thought to be one of the safest characters for humans to be around. Though she can be very strict about manners and hard on students who don't put forth effort in classes, Keine certainly doesn't seem too out of the ordinary personality-wise.

Being a teacher is the place to start with Keine. She's a very nurturing person and enjoys teaching; it's a job that no one gave her, but one that she herself picked. Keine is a huge supporter of the school in her village of residence and personally decided to be the history teacher. History is something that she has a huge passion for, partly because of her abilities but also because she sees and respects its importance. It's mentioned that Keine's history lectures are so passionate that they become very boring with all of the detail she puts into them.
She volunteers to record the village's personal history and takes the task quite seriously, even though she is by no means truly obligated to fulfill it. Though Keine knows that things don't become history just by happening, she is very attentive to detail and not at all sloppy with her work. Keine is a hardworking person and willingly gives herself work to do. She enjoys being a bit busy, but moreso she enjoys being helpfully productive.

As a teacher, Keine is also a bit strict. It's true that she is very kind, willing to listen to problems and help sort through them, but she does not tolerate laziness. She's the type of teacher who might throw chalk at a student who doesn't do their homework-- or headbutt them, as that's a trademark of hers. Keine does not tolerate rudeness either and is strict about enforcing manners among her students. She may try not to show it, but she thinks a tad bit poorly of people who don't address their elders properly or use rude language on purpose.

On the note of how she can think poorly of people and be strict, Keine is a believer in tough love. Her nurturing personality is not a spoiling personality; Keine will not do things for people if they can do them theirselves. Rather, she'll offer all of the advice and encouragment needed to see people accomplish things on their own. This ties in with Keine's ability to manipulate history; she does not abuse this ability to cut out horrible events or to make things happen, but would rather encourage people to make their own history and then guard their progress.
Similarly, Keine has sworn to herself that she will only use this ability to protect humans. In her world, youkai are a frequent problem and many Touhou characters "eat humans" or torment them in some way. Keine is fiercely protective of the human village she lives in because the humans there have no means to fight off Youkai on their own. She will run forward to save the day, transformed or not, to save a human in danger... but she will think twice about helping someone who can protect themselves. Not because she is lazy or unkind, but because Keine doesn't believe in spoiling people. Of course, if you are obviously in trouble then she will help as best she can.

Being an adult, Keine comes off as very smart and mature. She is booksmart (especially with history), understanding, and observant enough to pass through social situations. However, she can be a bit dense at times and may come off as a tad bit "derp" in certain situations. For example, Keine is not going to notice romantic advances and won't be very attentive to how the things she says may be taken the wrong way.

Being a were-hakutaku has its effects on her as well, the strongest being her "split personality". Keine is normally a sweet, kind, and gentle sort of person but her personality twists when transformed. After all, she is able to see and comprehend all of the history around her when transformed-- she can see mistakes repeated throughout history and her personality warps with the new experiences she takes on. She may snark a bit, become short tempered, and seem a bit cruel or blunt. Similarly, she's much wiser and offers more cryptic advice. Keine normally has her temper mostly under control, but as a hakutaku she can become less emotionally stable and violent-- and you don't want to upset a woman whose trademark is headbutting when she has giant horns on her head.

After transforming, Keine no longer comprehends that huge amount of knowledge and is no longer effected by its weight on her personality. Though she may feel physically ill afterwards, Keine spends most all of her days as a nurturing, kind, and history-obsessed teacher. It is only during that one night of the full moon that her crueler personality shows.

Abilities: Keine is were-hakutaku, meaning that she appears to be a normal human being and then transforms into a hakutaku on nights of the full moon. When she transforms into her hakutaku form she is able to understand all of history instantly and gains the ability to create and control Gensokyo's history. In her human form, Keine is only able to "eat", or hide, historical facts and their influence.

Mayfield-wise, Keine's history abilities will be limited. I will put up a permission's post, but Keine herself is very unlikely to ever abuse her abilities. It's mentioned that she only uses them to protect humans, and "protecting" means that she will not actively look to pick fights with people.
